09D… coincidence or intentional by Buick to build them in batches? This car and ours are both well optioned. How about the restored one? When were the zone cars built?
The red GS455 convertible that my dad restored for a customer was ordered by the buyer to replace their 1971 GS455 convertible that was totaled before it was a year old. They tried to get order another '71 to replace it but it was too late in the year so they ordered an identical car, except it was a '72 model. That original family still owns it today. The ordered lots of options (PS, PW, PL, P-bench seat, AM-FM w rear speaker, etc) but did not order A/C since they were in Buffalo, NY, and didn't order positraction, rally gauges, or N25 since it was the mother's car and not intended as a hot rod.
The 25 Zone Office cars have date 08B on the body trim tags. The invoice date for 21 of the Zone Office cars was 8/26/71 (Thursday), one more was invoiced on 8/27 (Friday), two were invoiced on 8/30 (Monday), and the last one on 9/1 (Wednesday). So they cranked them all out in a tight group.

Doesn't 09B put the body just ahead of the strike? Even possible given the the timeline of the Zone cars that it car didn't get assembled until afterwards? Surely worker morale was at a low.
A older single lady ordered my '71 GS convertible (traded a '68 Skylark Convertible) and "didn't want the big engine" but did order posi, gauges (w/rallye clock) & N-25. Also no A/C (Pittsburgh car) but did order Forced Comfort-Flo. Otherwise very similarly optioned: PW, AM/FM/RS, P-Seat, PS, PDB (obv. req. w/455), Rallye Steering wheel, chrome wheels bumper guards, door edge guards, body side molding - Basically everything to protect a daily driver. Other than F41 (& a 455 or 4-sp or tach) she did a stellar job ordering it including the colors (Burnished Cinnamon/Sandalwood top/Pearl White). It's obvious the car was well cared for.

This car has potential to be a great project for someone but at $32k I think the price of admission is more than anyone will pay. This is confirmed by the fact that 9+ months later the car still hasn't sold.
I tend to agree & if truly rust free & considering it says "offer" it could be a great project for $25-27k. But if I had that kind of $ to drop, I'd add a few thousand & buy the '72 S1 vert I told you about despite that car being a little rustier.
For comparisons sake, I think we would STRUGGLE to get close to 30K for our reliable running and driving 72 convert with similar options and an engine bay refresh. Both cars will need to be fully restored to be perfect and in the case of ours: quarter replacement and outer wheelhouses at a minimum
