On the 62 Skylarks, the deluxe horn has a spring loaded button that extends from the horm rocker plate throught the steering wheel and rides on a contact plate on the steering column. This button grounds the horn relay system when you press the horn thus completing the circuit for the horn system. Over time the sping in this button becomes weak and will not allow the system to ground properly. I can not find a source for this part. If anyone has a 61-62 Skylark with a deluxe steering wheel whose horn blows and is willing to part with this part, I want buy it. Call me at 352 283-8084
