"lifting" rust?

I am working on cleaning up and prepping my hood for a repaint. Had paint over surface rust.

I have stripped the paint with chemicals.

Most of the surface rust came off with some sanding.

Now I have small pockets/divots of rust and a little paint, subsurface, on the hood that I need to clean up.

OTHER than media blasting, what is the best way to get these pockets cleaned out? Someone had told me about using a "reducer" to "lift" the rust out. Any truth?

Help please...my 1st attempt at this type of detail.

    Thanks!

I use phosphoric acid and a used wire brush. I will take the pits out and leave clean metal. A used brush pictured below counterclockwise by hand or in a low speed drill will work well. Be sure to keep the metal wet with the acid. When the acid is brown wipe and use new. It usually takes a few hours but you will be left with shiney metal. Rinse with water when done to neutralize the acid.
