NOS Fender ID

Can anyone ID this fender? He thinks it is from 70 Buick but I do not see that. I am unsure of the application though.

Looks like it might be a Pontiac Ventura or a GSX/ APOLLO Fender to me or maybe a A body . It kind of looks like a 73 or 74 Cutlass or Pontiac Lemans .
