NOS hood tach filter

NOS AC A196C 6420962 filter used to keep out condensate on hood tachs. $30 shipped in the USA.

I realize this is a for sale ad, but might I ask, what is this exactly? I see various names for it if i google the part #, but none make much sense to me?

 

From what I’ve seen, and I am not an expert, there was a line from the tach over to the heater box that must have circulated just enough air to prevent condensation in the tach. This filter was installed in that line.

Thanks, I guess since it's on the engine compartment side of the heater box, it's the wrong side of the filter. So it acts as an air filter...
