"Ratcheting" lap seat belts?

I have retractable lap belts in my 71 Riviera but they are the old-school kind that only retract after buckling - unlike the new-school ones where you can always pull them out slowly, they move freely in and out, but grab when pulled out quickly. So mine bind up and get uncomfortable and you have to unbuckle them, fully retract them, and pull them back out, re-buckle, repeat every so often...

I looked into putting retracting 3-point belts in, but it would require roof work, headliner, etc. So for now I'm looking to at least replace the lap belts with the newer style - is what I've described "ratcheting"? If not what is the proper terminology? Do newer-style mechanisms exist for just lap belts only?

Thanks for all the great info I get here.
