Remove the bmpr from the car and use a 6" wire wheel brush in a drill motor to remove all loose rust. Next, go to Home Depot and get some phosphoric acid. Brush on and let it sit overnight. Next day, remove white chalky residue with a handheld wire brush. Wipe down with lacquer thinner and spray metallic silver or black. Here is a pic of the acid :

You could also clean the backside as described and use POR15 silver or black on the back of the bumper. That would stop the rusting and prevent it from re-occuring.

For hard to reach areas, you can use a spray gun to apply phosphoric acid. Up to you if you want to use POR or phosphoric acid.

hi pete from pete. i just bought a can of por 15 metal mask that looks just like clean steel. i painted my brake master cylinder and some other under hood parts. it can be brushed or sprayed on and looks much more real and can be put over the por 15 rust coat. great product but a little pricey. pete
