Secondaries not opening fully ?

When I manually pull the throttle wide open the upper secondary flaps(the ones in the air horn) only open about1/3 of the way. I can see the lower ones in the baseplate are open all of the way. How do I adjust them to get them to work properly ?

 

I think you need to be in motion and not stationary. They are likely fine.

 

Correct...you can't put enough load on the engine to see the secondary air valves open fully while the car is sitting in park.
