Unusual Governor ID & Shift Point Problem

    This governor came out of my friends '71 GS 350 car which now has a 455 in it. According to the letters on the accumulator cover it is the original t-350 although it might have been rebuilt sometime in the past because it looks like there is silver paint on a large area of it. I've never seen one like it and I'm thinking it is something the rebuild shop had around when it was rebuilt. The inner weights seem to have extra weight tacked onto them and the springs are larger in diameter than normal ones and are on the soft side.
    I replaced the gov. with a standard one from another trans and ground down the inner weights. I have a good selection of factory springs accumulated over the years and experience with the B&M kit. The springs in the car right now are about the same as the B&M green spring. The problem is the trans shifts from 1-2@3600 rpm and 2-3@5200.
    Unfortunately my friend doesn't know what the original gov shifted at automatically because he always shifted manually so we don't know how it worked.
    From what I'm reading I should try lighter springs to try to get the shift points closer together. Does the 1600 rpm seem like too large a gap for the springs to make up?
    If it does work I'll try removing some more weight because we're looking for 5500 rpm.
    If it doesnt work I'm thinking of putting the original in before I try anything else.
    Also the downshift cable is correctly set up and will down shift nicely from 3-2.
