No they were just arbitrarily rated higher rated higher because the E body weighed more thant the A body. It is the small valve version of the 70 455 just like a non stage GS 455.
The 9 usually means it was California bound. Cal had the earliest emissions standards so the Cal carbs were set up a little different than the other 49.
