Based on the pics...I would say run it. :TU: It would not be the first car with some issues. My Vette had paint flakes off the fender tops and a whole boat load of door dings (trim dents and paint chips) some of which were touched up with nail polish by the previous owner. ou: Ran it for seven years. You're right - there's water on the hood and the gas pedal looks kind of dirty. I'd say you better take it off his hands and save him all the trouble he'd have racing it.
it's also 30 miles over on an the next scheduled oil change, and there are 3 big bugs in the aircleaner... the car is a turd, I tell you.

Nice car. I can't imagine Bob and Dan having a problem with it -- especially for a first-timer. The only question I have is the wheels; I can't tell -- are they 15"? Technically, they're supposed to be 14" for PSMCDR. But I wouldn't let that stop him from showing up. Don't ask, don't tell, and I think he'll be fine.
You could get 15 inch wheels on Cutlasses. Forget the option code, was one of the mandatory optins as part of the B01/B07 police package. Not a very popular option, though. John: Whatcha think, about a 4 inch raise on the front for that Akron look?

The standards for appearance are based in large part on where the car's from: Cars from the Southwest are expected to be pristine. Cars from the Rustbelt are allowed a modicum of rust bubbling through -- unless they're from Michigan, in which case fist-sized holes are also acceptable. Cars from the NASCAR states are allowed as much duct tape as they want, provided it's not wrapped around the tires for traction.
