Tropical Cyclone Alert for East Coast

I saw that on the news. Dogs were left in a pen where they may have drowned.

edit - well someone is - I don't know if it is the same group of dogs but an owner went back to get his dogs after evacuating his family and the "authorities" would not let him go to his house. A rescue team saved the dogs. The pictures look like a different team of rescuers.

 

Some sun has reappeared with occasional showers and tornados.

 

This morning county northwest of us experienced rainfall at the rate of 6.5 inches per hour. It has flash flooding.

 

I want to know what this is???
